Precise Illustrator Vector Recreation

I need the artwork in the attachment rebuilt from scratch in Adobe Illustrator as an exact, single-layer vector illustration. Every curve, colour, gradient and mesh detail must mirror the original; auto-trace or similar shortcuts are not acceptable. When finished, I have to be able to scale it for both print and web without any loss of quality.
