Precise Color Mapping for Decals

I have a print-ready PDF that contains 169 individual ½-inch circle decals. I need those circles recoloured in exactly fifteen distinct hues that I will supply as precise colour codes. The circles should follow a strict sequential cycle—Colour 1, Colour 2, Colour 3, and so on through Colour 15—then repeat in the same order until every circle is filled. Each hue must appear the same number of times, so we may need to discuss how to handle the few extra circles that remain once equal distribution is met.

I will provide:
• The original PDF
• All fifteen colour codes (HEX, Pantone or CMYK—your choice)

You will:
• Apply the colours in the specified sequence, maintaining perfect alignment and resolution
• Ensure equal representation of each colour, proposing the cleanest solution for any remainder
• Return a flattened, print-ready PDF plus an editable source file (Illustrator, InDesign or similar)
• Preserve all current bleed, trim and sizing settings so the file is ready for immediate production

Accuracy and colour consistency are paramount, so please be comfortable working with Adobe Illustrator or equivalent vector tools and colour-management workflows.
