I’m providing a high-resolution PNG of an official-looking seal that now needs to live as a fully editable Adobe Illustrator file. Your first step will be a clean vector reconstruction—no auto-trace artifacts, all paths and type on separate, clearly labelled layers so future tweaks are painless.

While you convert, please darken the outer border to a deeper blue and switch the text that sits on that ring to pure white for sharper contrast. I also need the remaining colours inside the seal refined; once you’ve matched the border, feel free to suggest or implement subtle adjustments that keep the overall look balanced.

When you hand it back, I want an .ai file (Illustrator CC or earlier-compatible) with any linked fonts converted to outlines, plus a PDF proof so I can review the colour changes quickly on my end. If anything looks off, we’ll hop on one quick revision round to lock it in.
