Editable PowerPoint Certificate Template - (GEC)

I have a reference image of a certificate and I need it rebuilt in PowerPoint so every single element can be edited individually. Please lift all existing text blocks, signatures, stamps, logos, the ornamental border, and even the textured background, but place each of them on its own separate layer or grouped object so I can swap, resize, or delete anything later.

Placeholders should be clear and well-labeled rather than photorealistic—think moderate detail that tells me exactly what goes where without locking me into final content. Match fonts to what you see in the image (or the closest available equivalents in PowerPoint) so the layout keeps the same feel. Colours should follow the original artwork as closely as possible; don’t convert to greyscale or invent new palettes.

The finished file must be a single .pptx that opens cleanly in the current desktop version of PowerPoint, with no external links.
