Create a web page in adobe experience manager

we need to create a web page in adobe experience manager, with 12 sections and internal subsections. On average there are 40 internal pages. We deliver all the text and image content, banners etc. We also deliver the structure of how and where it should be mounted. We give access to adobe, so that it can be created in our instance.
