Automate Text Animation in Premiere Pro or AE to sync word-for-word with audio (EXAMPLE ATTACHED)

I need someone who is proficient with Adobe Premiere Pro and Adobe After Effects and plugins to help me automate animation of text fading in letter-by-letter as the speaker reads it. The text must be synced so that its reveal matches the pace of the speaker, and it must maintain its original formatting and punctuation (ie, not just auto-generating captions).
I am not asking for you to sync all of the text, but rather to TEACH ME HOW TO DO IT so that I can repeat it in this and other projects. This may involve creating and sending a .mogrt and talking me through how to set up plugins and use Submachine or other stuff.
