Clarify Speech in Noisy Video ***Forensic Level Audio Engineer***

I’m working with a short, MP4 recorded outdoors video. Wind, general ambient noise. I need that voice to cut through clearly for a forensic review and determine what the two or three English words the person said.
Your task is to isolate and enhance the speech so it can be understood without straining. Advanced noise-reduction, voice enhancement, audio processing including gates and limiters, spectral editing and dialogue-isolate tools.
Deliverables
• A high-quality WAV (or AIFF) file of the cleaned voice track
• The original video re-synced with the enhanced audio
• Transcribe speech to text on the frames
Acceptance will be based on intelligibility: if the spoken words can be heard and identified the project is complete.
