Unlock PDF and other files Restrictions Windows 11

I have a PDF that Windows 11 marks as “blocked” because it was downloaded from another computer. As a result, I can’t freely work with the file, and I specifically want every built-in restriction lifted so I can open, edit, and print it without warnings or limitations.
