PanCard Form Photo Box Resize

I have the original, fully-editable PDF of the Indian PanCard Correction form and need one precise adjustment: the photograph placeholder must measure exactly 3 cm wide by 4 cm high. Nothing else on the form should move or change.

Please open the editable PDF in Acrobat, InDesign, or another professional PDF editor, adjust the picture box to the specified dimensions, and return:

• the updated, still-editable PDF
• a flattened print-ready PDF for quick submission

Acceptance: when I check the placeholder with a ruler tool inside Acrobat it must read 30 mm × 40 mm, with all surrounding fields and alignment untouched.
