Edit Government Certificate Details

I have a government-issued certificate in its final layout and security pattern, but the name and related recipient information printed on it are no longer correct. I need the full name, associated identification numbers, and certificate reference numbers replaced with new, accurate data while leaving every other element—including signatures, seals, formatting and background graphics—completely untouched.
A high-resolution, print-ready file is required once the edits are done, matching the original size and clarity so the document can be re-issued without any visible evidence of modification. If you work in Adobe Acrobat, Illustrator, Photoshop or a comparable tool that preserves vector and font integrity, that is perfect; the key point is that the final output must be indistinguishable from the original except for the updated recipient details.
