Windows Server Crash & Permissions Fix

My Windows Server 2016 file server crashes whenever I try to manage roles or features. Server Manager throws the message: “Unable to open the feature list — Specific package is not a valid Windows package, Error 0x800f0805” and afterwards shares drop offline until I restart the box.
Here’s what I need from you:
• Identify what is corrupting the feature store, repair it, and restore normal access to Add/Remove Roles & Features. DISM, SFC, CBS log-review, or any other proven method is fine as long as the fix is clean and survives reboots.
• Stabilise the file-server role so the machine stops crashing under load.
• Review NTFS and share-level permissions, then tighten user and group access so only the intended AD security groups can read or write. I’ll supply a simple matrix of who should have which rights. If Group Policy adjustments are required, document them.
Success means no further crashes for at least 48 hours of regular usage, Server Manager able to list features without error, and users mapped to the correct shares with least-privilege access. Please let me know your expected approach and an estimated timeline once you’ve reviewed the above.
