Google drive as Active Directory

We are 25 people company, i am using google drive for our company, but we have been facing a serious problem. Every employee use their personal Google drive (given my company email) to save data. And any file sharing goes directly into their personal drive. That mean we can’t access files till we get their passwords, and even once they leave company and before deleting their email we want to move data we have to check each and every file and most of the time there are alot of raw files……………………… sometimes they don’t even copy into personal drive, it’s still on their desktop..
we have also tried giving them shared folders but it wasn’t successful and they didn’t save everything in shared folder. I want to take help from google expert or some IT expert to give me a way to use google drive as “active directory” To setup some procedures to convert it into company file server. mean every employee data will automatically save in some company directory and they only have mirror of their files or they can access their personal drive and everything they can do is with shared folders… pls suggest me something, or let’s schedule a call

Explain me your procedure in your bid so I can see who can give me good solution before I hire for deployment

Even if you suggest me some cheaper way to use email, document and manage all files easily I will consider that
