Fix DC Locator Cache Issue

Need an experienced Windows Server/Active Directory administrator to help resolve a stubborn DC Locator cache issue after removing a domain controller. - Connect via screen share. Team viewer or other and work on server with me to resolve.
Successfully demoted DC03 domain controller
Completed extensive cleanup:
Removed from AD Sites & Services (NTDS Settings + server object)
Verified with ntdsutil - only 3 servers remain in Configuration partition
Cleaned all DNS records (A, SRV, NS, PTR across multiple zones)
Replication is healthy (0 failures, no references to removed DC)
All FSMO roles properly assigned
Server is shut down
Problem:
nltest /dclist:usipny.com still shows DC03 after:
All 3 remaining DCs rebooted
Netlogon restarted multiple times
DNS cache flushed
Comprehensive DNS cleanup complete
