Exchange 2013 security problems

We are a non-profit management company that owns and operates several nursing home throughout the Florida. We have a VM host that runs a domain controller, exchange server and several other Windows 2012 R2 servers.

I was attempting to tighten security on AD and servers and now no users can send or receive email. We are able to connect to our self hosted Exchange Server using OWA and the Outlook application but all outbound emails are going to Draft and a message states "You don't have permission to perform this action." in OWA when trying to send. Inbound emails are not being delivered to user mailboxes

I did remove a couple users from the "Administrator" group in AD and may have inadvertently messed something up.

We need an expert with Exchange 2013 running on Windows 2012 R2 server to resolve this problem as soon as possible and to also provide solutions to lock down our system, protect our emails and data, and reduce the risk of a malicious attack.

We are looking for a technical solution specifically, but if it includes suggestions for additional security policies and alert systems, those would both be welcomed. We do have existing resources available to help, so any job we post should be mindful of that.
