Using real time noise levels from an electric pool pump, predict noise levels with the installation of a sound barrier / enclosure

I currently have a newly commissioned electric pool heater (that sounds like an aircon unit) on my property adjacent to a neighbours garden area. The neighbours have complained and we are talking through options to mitigate the noise at their receiver location. I want to investigate what effect some mitigations would be ie a high fence against the pool heater, an enclosure etc. I therefore need someone who can undertake a high level noise model and give me some advice on possible mitigants (I am a civil engineer who has professional experience in dealing with noise mitigation to properties affected by transport projects and increased operation noise levels).
