Consultant for flooring replacement - Los Angeles USA required
Budget: $250 – $750 USD
Hi, we are looking to replace our current engineered hardwood floors in our apartment with new engineered hardwood floors.
We are looking to hire someone with our HOA required qualifications who can provide the below services within the board guidelines. If you meet these and are available to hire would it be great to know a ballpark of the cost of such a process (including the inspection etc. in los angeles, california)
Our HOA requires the following:
Before the work begins, the Owner must submit to the Committee a signed letter from an Acoustical Expert, which for purposes of this Declaration shall mean either (i) a licensed engineer with at least five (5) years experience in indoor acoustics, or (ii) a Member of the Institute of Noise Control Engineering (whether or not licensed), stating he or she has inspected the Unit, advised the Owner on the best method of installation to achieve maximum results in sound suppression, and that in his or her opinion the final flooring, once installed, will achieve field sound test ratings of not worse than 55 decibels (FIIC and NIC);
While our contractor has identified what he is confident will be an underlayment that will exceed the requirements given the subfloor, wood choice, and installation method, as he is not an “engineer” with the experience listed nor a Member of the Institute of Noise Control Engineering the HOA board is asking for a second opinion.
