budgeting forecaster spreadsheet for HOA

I am looking for a freelancer to put together a budgeting forecaster spreadsheet for my Homeowners Association (HOA). The spreadsheet needs to include income and expenses data. To assist in creating the forecast, I have detailed previous financial records that can be used as a reference. Additionally, I would like the spreadsheet to have extra features such as alerts for over-budget items or automatic calculations. I also need "what if scenarios" for an increase in the number of HOA members over time (revenue) and forecast repairs or large or large projects such as roof replacements and beautification/landscaping (expenses).
