Nepal EOR Payroll Audit

We are engaging a Nepal-based Employer of Record (EOR) to manage payroll for our Nepalese employees. As part of our internal governance and compliance processes, we require an independent audit and expert review of the EOR’s payroll management practices.

The goal is to verify that all funds we transfer—excluding the EOR's explicit management fees—are fully and accurately disbursed to employees and to statutory government obligations (taxes, social security, insurance, etc.).

My preference is from Nepal because I would like someone with a solid understanding of the Nepali's laws. However, if there is someone outside of Nepal with the relevant experience, I am open to that.

Scope of Work:
The selected freelancer will:

- Review payroll reports, payslips, and related reconciliation documents provided by the EOR.
- Verify correct calculation of salaries, allowances, deductions, and contributions.
- Confirm that government obligations (e.g., CIT, PF/SSF, TDS, bonuses, gratuity, etc.) are correctly calculated and timely remitted.
- Identify discrepancies, risks, or non-compliant practices.
- Provide a written report summarising findings and professional recommendations.

Requirements:
We are looking specifically for experienced and qualified professionals, ideally:

- Chartered Accountant (CA), ACCA, CPA, or equivalent.
- Proven experience with Nepal labour law, payroll compliance, SSF, CIT, TDS, and statutory filings.
- Prior work with Employer of Record (EOR) services or outsourcing/HR agencies in Nepal is a strong advantage.
- Ability to deliver clear, concise, evidence-based analysis.

Deliverables:

- Payroll compliance audit report in PDF format
- Summary of findings
- Recommendations for improvements or further steps
