Hong Kong company - End of NIL Return Auditing

Hi, I have a dormant HK company with no income and it has been submitting Nil return without any audit since 2018 according to some new rule back then.
But now the rules have apparently changed all of a sudden and my current bookkeeping firm telling me that we have to do audit and etc for all these years and want to charge me a small fortune for it.
Questions:
1, Have the rules changed? (Looks like so from what i can google)
2, What would it cost to use a freelancer as yourself for such job? Is it even possible? There are no transactions to talk about.
