Build me an electronic invoicing form suitable for iPad and Xero

We are an aviation service provider that currently uses paper invoice and timesheet books. These get sent from pilots in the field to the office and manually entered into our accounting software. We would like to streamline this process by having an electronic version of the books we currently use. Pilots work remotely and often don't have internet when completing invoices. They also need to get a signature from the client.
