Audit of a project in Kyrgyz Public
Budget: $50,000 – $80,000 USD
Purpose of the project audit
The objectives of the audit of the project financial statements are to enable the auditor to (i) express an independent and objective opinion as to whether the project financial statements present fairly, in all material respects, or give a true and fair view of the project’s financial position, its financial performance and cash flows, and (ii) provide a reasonable assurance opinion over certain specific representations made in the Statement of Compliance. The Auditor should provide a professional opinion for the years ending 31 December 2020, 2021, 2022, 2023, 2024, 2025, 2026 and 2027 (until the project financial closure).
Scope of work
The audit shall be conducted in accordance with International Standards on Auditing (ISA) as published by the International Standards on Auditing and Assurance Board (IAASB), the International Auditing and Assurance Standards Board of the International Federation of Accountants (IFAC), with specific reference to ISA 800 (Auditor's Report Special Audit Engagement) and related guidelines.
Auditor Experience
The auditor must be authorized to practice in the Kyrgyz Republic and be capable of applying the required auditing standards.
The auditor (national 16 man months) must have:
. Bachelor's degree in accounting, auditing, finance or any related field;
. License for an accountant, auditor or equivalent professional qualification;
. At least 5 years of experience in financial audit, especially in projects funded by international organizations, including ADB or WB;
. At least 3 years of experience as an Auditor in auditing projects or financial statements of projects funded by international organizations;
. Excellent knowledge of English and knowledge of Russian.
. A junior auditor (national 6 man months) must have:
. Bachelor's degree in accounting, auditing, finance or any related field;
. License for an accountant, auditor or equivalent professional qualification;
. At least 3 years of experience in financial audit of projects, especially in projects funded by international organizations, including ADB or WB.
. Knowledge of English and Russian languages.
