Meta / Facebook Ads troubleshooter needed — Instagram boosts approved but not delivering

I'm an artist running paid Instagram boosts to promote my work to fine art collectors. For months, boosting posts directly from the Instagram app worked perfectly — campaigns delivered within 2-3 hours of going live. About a week ago this completely stopped.
Current symptoms:
All Instagram boosts and Ads Manager campaigns get approved and marked "Active"
They never deliver: $0 spent, 0 impressions, 0 reach for 24+ hours
Affects both Instagram-app boosts AND campaigns built in Ads Manager
Past completed campaigns from the same setup ran fine
What I've already tried:
Cleared a small outstanding balance on a dormant ad account
Verified Account Quality / Business Support Home shows no restrictions
Confirmed funds are routing to the correct ad account from the boost flow
Renamed my personal Facebook profile to match my real name
Filed a formal Meta support case (pending)
Multiple chats with Meta's AI support assistant — got conflicting and incorrect diagnoses each time
What I need:
Diagnose why approved boosts are not delivering and fix it — OR escalate to Meta human support on my behalf and resolve through that channel. End goal: Instagram boosting working again so I can promote my art to US fine art collectors.
