PSD to Tailwind SEO Website

I already have layered, well-organized PSD files for every page (JP & EN).
I need clean, production-ready front-end code that matches the designs and adapts beautifully on mobile, tablet, and desktop.

1. Tech & constraints
- Tailwind CSS (latest stable) with semantic HTML5
- Utility classes only (no inline style, no extra CSS frameworks)
- Vanilla JS only for interactions (no jQuery). Micro-libraries require approval.
- Accessibility: keyboard focus states, meaningful alt text, labels for inputs

2. Scope of work
- PSD → responsive HTML/CSS/JS for all pages (desktop & mobile comps provided)
- On-page SEO best practices: heading hierarchy, logical DOM order, alt text, lean markup
- Image export & optimization (WebP/AVIF + fallbacks where sensible)
- Meta scaffolding: <title>, <meta name="description">, Open Graph/Twitter tags (placeholders OK)
- hreflang & language switcher prepared for JP/EN
- GA4/GTM placeholders (commented) inserted where instructed
- Favicon set, basic robots.txt and static sitemap.xml template

3. Deliverables
- One folder per locale (/ja, /en) with fully responsive HTML files
- /assets/ with optimized images, fonts, and SVGs (license-safe)
- tailwind.config.js, build script, and compiled/minified assets
- README.md with setup & build steps (e.g., npm run dev, npm run build)
- Simple components/partials are fine, but final output must be deployable as static files (I’ll handle server/CMS integration)

4. Acceptance criteria
- Visual match to PSD at common breakpoints within ±2px tolerance
- W3C HTML validation: no errors
- Core Web Vitals budgets (local test over a simple static server):
- LCP < 2.5s, CLS < 0.1, INP < 200ms (mobile)
- Lighthouse (mobile) overall ≥ 90 on a local static build (no throttling tweaks beyond defaults)
- CSS ≤ ~100KB and JS ≤ ~80KB after minification per page (excluding fonts)
- No console errors, no 404s for referenced assets

5. Browser support
- Last 2 versions of Chrome, Safari, Firefox, Edge
- iOS Safari (current), Android Chrome (current)

6. What I will provide
- Final PSDs (JP & EN), copy deck, brand colors, typography specs
- Font files or licensed webfont links / acceptable substitutes (note: confirm license)
- GA4 measurement ID / GTM container ID (if needed)

7. Out of scope
- Keyword research, content strategy, backlinking (not needed)
- Backend/CMS work or deployment (handled by us)

8. Milestones (suggested)
- Top page (responsive, SEO scaffolding) – 30%
- All inner pages – 50%
- QA fixes & final handoff – 20%

9. Please apply with
