Academic research on instability students enrollment in Kuwaiti universities

I'm seeking help in crafting a 3000-words comprehensive academic research proposal. The subject is regarding inconsistent demand for higher education degrees in Kuwait, and I am seeking to apply mixed methods in the research proposal.
