Project Overview:
- Seeking an experienced academic writer/editor in public administration or public policy.
- The task is to transform a completed PhD dissertation chapter into a journal-ready research article.
- The article will be prepared for submission to a top-tier public administration journal, such as the Journal of Public Administration Research and Theory.
- This is not a proofreading task. The work requires substantive intellectual engagement, including diagnosing weaknesses in the argument and restructuring the manuscript.

Research Topic:
- The manuscript examines contracting-out decisions in local public health departments using institutional theory.
- The study analyzes how three forms of institutional pressure influence contracting-out decisions (Mimetic pressure, Coercive pressure, Normative pressure)
- The paper contributes to research on public service contracting, public health governance, and institutional isomorphism in public organizations

Key Responsibilities:
- Convert dissertation-style writing into journal-style scholarly writing in no longer than 12,000 words
- Review the manuscript and identify weak theoretical framing, unclear research puzzle, weak causal logic, unclear argument structure (basically, anything that could improve the final manuscript)

Preferred Qualifications
