IEEE Journal Publication Assistance Needed

My review article, which is focused on "Deep Learning Architectures for Image Segmentation", is drafted and ready for review. This is my first time writing a review article and need assistance with proofreading and editing, technical validation, and formatting it according to IEEE Transactions on Pattern Analysis and Machine Intelligence journal (I have currently written it basis the IEEE template and need it to be reviewed) before submission. I also need someone who knows the process of publishing to this journal.
