Set Up Facebook & Instagram Lead Campaign (A/B Test for Housing Project)

I’m looking for an experienced Meta Ads specialist to set up a clean, structured Facebook and Instagram lead generation campaign for a real estate development.
This is not a typical ad setup. The goal is to run a controlled A/B test to identify which messaging drives the best leads.
Project Overview
We are launching ads for:
Meadowview Village
A 163-home community in Great Falls, Montana
Focused on attainable homeownership (build-to-sell, not rental)
Target audience includes:
First-time buyers
Renters priced out of the market
Buyers using low down payment programs
What You’ll Be Responsible For
Setting up a Meta Ads campaign (Facebook + Instagram)
Structuring a 4-ad-set A/B test, each with a different messaging angle
Ensuring full compliance with Meta’s Special Ad Category: Housing
Using a shared audience and consistent setup across all ad sets
Setting up proper tracking (UTMs, lead flow, etc.)
Connecting Instagram properly to the campaign
Launching the campaign and ensuring everything is working correctly
You will be given a detailed SOP to follow.
Budget
Campaign budget: $20/day total
4 ad sets at $5/day each
This is a testing campaign, not a scaling campaign

Clean campaign structure
Ability to follow a testing framework exactly
Strong attention to detail
Understanding of how Meta Ads actually work today
Ability to avoid common mistakes with housing ads
What I Don’t Want
Overcomplicated setups
Random targeting experiments
“Creative guesswork” outside the plan
Agencies that hand this off to junior staff
My ideal Freelancer has done the following:
Run Meta lead gen campaigns before
Worked with real estate or housing ads (preferred)
Understand Special Ad Category restrictions
Can execute clean A/B tests without introducing noise
