Web Development including user/contractor portal

I am looking for an experienced web developer to build a custom website with a user/contractor portal integrated. The ideal candidate should have expertise in custom web development and be able to create a user/contractor portal with the following features:
- Ability to create and manage profiles: Users should be able to create their profiles and update their information as needed. Contractors should also be able to create profiles and showcase their skills and experience.
The website should be built from scratch, utilizing custom-built technology to ensure a unique and tailored experience for our users. The user/contractor portal should be seamlessly integrated into the website, providing a user-friendly interface for both parties.

I would like to do the project in two phases.. Phase 1 is to get a quick site published so I can begin marketing and building the business. Phase 2 is the advanced development of the user portals and site development.
