Update the index of exel document

I have an Excel file with columns for Topic and Notes. I need to convert every item in the Notes column that looks like a heading or a term needing a definition into a separate Topic. Any detailed lines or lengthy explanations should not be converted. Only headings or terms that require a definition should be turned into standalone Topics. The final structure will have only Topic, Notes, and Page.
