Transfer plan from image to autocad

I need a plan made from an image. It is a copy of a localisation certificate that need to be changed. Changes are in the image in red. I need the final autocad drawing and a PDF. All work need to be at scale with the mesures in the document. The pool on the drawing must be changed to 5,5m to get a new pool permit.
