Tax Calculator API Integration

We have a payroll application hosted on the Azure server. We currently outsourced an API that is linked to the IRS system to calculate tax rate. However, we will like to implement our own API/Linkage. We have the code - in .NET, Java, or PHP. If anyone has experience in this area, we will be happy to discuss more.
