Simple Text-to-Graphic Website

I'm looking for a straightforward website that allows users to create a picture by inputting text and selecting predefined graphics. The final output should be in JPEG format. Looking to have a graphic done, where a person inputs the location, the day, the forecast logo (clouds, rain, sunshine, etc), the percentage of weather, high temps, low temps, and a spot to put a sponsor. Then after hitting submit it will generate a picture.

Here's what I need:
- A single text input box for user text.
- Selection of predefined graphics.
- Generated output image in JPEG format.

Ideal Skills and Experience:
