Simple Excel Program to save files

Hi Excel programmers.

I have a company and I need an Excel program to save two types of files with the following features:
1- It works on a Mac.
2- The interfaces are in Arabic.
3- Save the data on the same device.
4- The possibility of modification and deletion of all fields and files.

The first type of files is called (Government Correspondence) with a data entry interface that contains:
1- file name
2- The name of the sender
3- Serial number (preferably created automatically according to a specific formula)
4- Date of dispatch
5- Transmission status
6- Latest developments (data in this field can be entered more than once)
7- Notes

The second type of files is called (expected to be employed) with a data entry interface that contains:
1- Name of the employee
2- How to contact him
3- His nationality
4- The country of residence
5- Abilities (drop-down list with the ability to enter names)
6- Evaluate his abilities
7- His evaluation after the interview

Notes:
