PHP Spamassassin not increase spamscore when mark email as spam

I am looking for a freelancer who are expert in PHP and system admin. I have got a problem with my PHP because I am testing on the spam email to try to increase the spamscore. When I mark the email as a spam, it will not increase the spamscore for the spam emails. I have set the command in the cron job to get the spamassassin to be updated but it did not get updated:

I want you to have a look on my PHP script and test it on your end to see if there is any problem with my PHP script, see if there is a problem with the command on cron job or if there is a problem with my server software. I will only pay when you found the issue and get the problem fixed.
