US National - Accountant with 2 years of experience required to start Accounting company in US

I am looking for US national who has atleast 2 years of experience in accounting and with an accounting degree to start a company in New Mexico and later transfer it to my name.
It is only to start an accounting company under their name and later transfer it to my name. The person should have US nationality and there is no requirement that they should be available in the US itself as the filings are electronic.
Max Budget is 300 USD.
Note - Only US nationals are eligible for this project, Greencard holders do not apply.
