Mobile web developer to create a service website

We are looking for a web developer to create a mobile website in the service industry,
We want to create a website where local service providers such as photographers, videographers, wedding planners, caterers, tailors, cleaners etc can post their businesses and local customers can see their profile and contact them. There needs to be a dashboard for service providers for them to login and manage their messages etc. We are looking for something like airbnb. Free for service providers but customers need to pay to contact. So public profile ned to have a gated component.
The mobile site will be in French first so weneed sommeone bilingual or tht knows some french.
In addition the mobile website can be create through Shopify (ideally) or Wordpress.
Qualifications needed:
- Knowledge of Shopify/Wordpress
-Can find template/design and develop the whole website
- Experience with databases
-At least 5 years experience in Web development
