Improve Football Prediction Python Code

I'm looking for a skilled coder in Python who can help optimize my existing football prediction code. The following areas need to be improved:
The ideal freelancer should be able to show experience in optimizing Python codes, preferably if those are related to sports predictions. If you can provide examples of past work you've done that is similar, that would be greatly appreciated.
Algorithm:
1.) Scrape data
2.) Create Stats
3.) Apply logic
4.) Generate filters or reports
The logic is attached (ms excel version). I have attempted to code it myself, but i need you to perfect it.
