Image Restoration & Enhancement in Photoshop

I'm looking for a skilled Photoshop expert to clean up my high resolution image file of a 14cm x 13.5cm sticker scan which has 3 solid colours -- 2 background colours and approximately 33 lines of black text.
The main tasks will include fixing blemishes or imperfections by enhancing the detail of the existing text and borders, removing noise and restoring the overall image. The background and text is a solid color, which should make the process a bit easier.
Ideal Skills and Experience:

- Strong attention to detail
