Hybrid APP for work allocation for medical warehouse workers ($750)

This is a very simple and straight forward project.
Imagine a medical warehouse with "X" desktop computers and "Y" workers.
The workers have "M" apple phones and "N" android phones.
Work orders from the desktop computers are sent to the server as a JSON file.
Server balances the workload and allocates the orders to whoever is currently free or has done lesser work compared to the other workers. Once the workorder is completed, worker updates the status to the Server.
