Generate Gerber file and BOM for PCBA to detect water. (passive components, no microchips)

I require a Gerber file and a BOM to manufacture a simple PCBA operating at 12V or 9V. The circuit is intended to illuminate an LED when both probes are submerged in water. A proposed circuit is attached ("Circuit diagram.png"). The proposed NPN transistor is a 2222 transistor, but in the sample circuit this was observed not to work at 12V - the LED was always on. I require advice on why this could be the case and how to mitigate it so the circuit operates at 9 and 12V

The power input and LED will attach to the PCBA with male XH2.54 connectors with the polarity given in the attached photos ("photo of example board.jpg")

The Dimensions required for the board are given in the attached image of a proposed circuit layout. ("PCBA dimensions and component arrangement.png")

The Circuit should be designed to be waterproofed by either coating it in a conformal coating or encasing it in resin. Please advise if surface mounted female HX2.54 connectors are suitable for this application or if pigtails to female connectors are more appropriate.
