Franchise CRM

Hi there , I need a customized CRM ( Zoho or another free or cheap CRM) for managing some franchises( 11 locations ) . I need to have access to each location data including weekly schedule, payrolls and enrollment forms that they have . Additionally sales and marketing app for sending bulk email or sms to the leads and also analyzing data .Each location should have access to the software. It should be as simple as possible for users.
