Excel Dashboard Conditional Formatting

I’ve built an interactive sign-in workbook that includes a “Dashboard” sheet and two underlying data sheets. The structure is in place, but the front page still needs intelligent conditional formatting so that the right information lights up whenever someone picks an option on the Dashboard.

Here is what I’m after:
• Conditional formatting driven by the specific text entries already defined in my drop-downs.
• When those text values appear, the affected cells on the Dashboard should automatically change color to guide the user.

All of the rules, notes, and sample scenarios are written directly on the Dashboard, so you can follow them without guessing. Please keep the solution within my $200 ceiling; if everything works smoothly I’ll award and release immediately.

You’re free to use the standard Excel rule editor or VBA if that speeds things up—the only thing that matters is that the sheet remains user-friendly and the formatting responds instantly to each choice.

This needs to be something that I can easily transfer to google sheets. That will most likely be the version I use.
