Design Review Application Requirements - Architect for Residential Land

I am looking for an Architect (who can deliver all designs needed for Design Review Application and its required plans i.e. site plans, all site elevation, plumbing, mechanical, sewer drainage, water, electrical etc) to assist me with a residential raw land project in the hills area. The land size is around 11,000 sq ft and design needed only for 3700 sq ft livable area and 400 sq ft garage. I am specifically looking to review the overall planning aspects of the design. There are specific guidelines that need to be followed in the design process.

Ideal Skills and Experience:
- Experience in residential land design and planning especially wiht steep slope down hills raw lands
- Knowledge of local guidelines and regulations, I can provide link for guidelines documents
- Strong understanding of overall planning and design principles
- Ability to work within specific guidelines and restrictions
- Excellent communication and collaboration skills
