Convert Image PDF Hans Wehr Dictionary to Text in a JSON/XML format

Objective:
I'm looking for an experienced software engineer to convert a small (~50 MB) Hans Wehr Arabic-English Image pdf-dictionary into a text-JSON/XML format. It would be excellent if you have used this dictionary before yourself, so you understand the flow of an Arabic dictionary.
Step 1: Ensure highest level of text-integrity as this pdf is converted to a text.
Step 2: As you browse this dictionary, each arabic word, has a definition. These words will be in a key: value pair. Next, there are words under this parent word (they are indented). These words should be shown as children of the word above. That is the key structure of this entire dictionary.
Lastly: I prefer this to be in JSON/XML. If you can find a different format that gets us same result. I am interested to hear.

Background Attempt available online:
There is currently an attempt to convert this to text-pdf (searchable). They converted pdf to an xml. However, this has several missing words, and missing definitions: https://giftsofknowledge.files.wordpress.com/2016/01/hans-wehr-searchable-pdf.pdf. This will require using modern latest software to parse.
