Customize and improve existing blog website

Project requirements:
Improve and optimize the system of this blog for best loading speed once all is finished it should be mobile, desktop compatible.
Make a logo for the site.
Change the design of the website things like colors, positions and etc. More will be explained once you apply to the job and send me a message.
What it needs to be added is a giveaway system which should include. Giveaway status which is an option to disable it or enable it, giveaway points per action there will be different actions and each should be having a reward I should be able to set, giveaways: includes image, title, description, start date, finish date, etc more will be explained once you message me.
Referral system which should be well made and secure enough for people not to be evading or getting free points. Explained more once you message me.
Leaderboard system which will show the highest users with most points more will be explained once you message me.
Should be as secured as possible to avoid any hacks or tricks from users.
Most important requirement each change should be done for frontend and backend meaning admin panel and the frontend itself.
There is alreading many systems within it and admin panel so this should not be to difficult to be done and that's why I need this before 22 of December. This is yes or yes required please read all before applying once read and if apply message me for further information and agreeing on a price.
