Custom Doll Modification to Match Photograph

I have a custom doll that needs modifications to better resemble the person in the photograph I provided. The primary focus is on adjusting the doll's facial features to achieve a closer likeness. Additional changes include refining the hair and addressing the proportions of the head, which currently appears too wide. Additionally, I’d like creative solutions to cover the crotch area, such as extending the tie or shirt, without altering the overall image of where the doll is sitting.

There is no strict deadline, but completion before Christmas would be ideal. My budget is limited, so I am looking for cost-effective yet high-quality work.
