I need to build a website to provide services to companies. initially, it will be through freelancers who will join and provide those services directly then I will hire people to provide the services with more specific outcomes and timelines.

The process will be
The company (customer) will create account, select membership type, pay the fees, submit the documents of his project,
Freelancers will offer their services, reply to the customers at phase 1
Phase 2 , services will be provided by us through a specialized persons with commitments on the time, quality of the outcomes.
