Conversational Ai with live avatar in phone application

We would like to create a similar phone application for iphone and android which is similar and has the same features as this phone application called Annie.Ai https://callannie.ai/
This application is basically a conversational Ai which is connected to CHATGPT or if it can be more easily connected to even another type of similar Ai which might have an easier to develop SDK, etc. We have some avatars that we would like to similarly be able to allow users to speak to our created animated avatars so the users can then speak back and forth with these AIs.
We would also like to know an estimated total cost that it would take to develop this project so that we can create this allocated budget for our project.
