Community Portal Costa Rica

I'm looking to get a Community Portal up and running to serve both the residents and visitors of a Beach town in Costa Rica.

The design for the portal's first phase has been made in Adobe Xd, we need someone to code the database, front- and back-end according to these designs.

The first phase includes:
- landing page, including short overview of news, events, business info, as well as a weather widget.
- community news portal
- community event calendar
- business information area, similar as community news section.
- simple pages (about, terms of use, etc.)
- entire portal is bilingual (spanish/english)
- responsive desktop and mobile versions
- user database for front-end, with different types of users (free, member, affiliate)
- back-end to moderate users, news, events.

Project timeline is as follows:

- Landing page with limited functionality to show to members of the board. (15 days)
- Fully functioning front end and back end according to design file (45 days)
- Beta test with community to test for functionality and bugs (60 days)
- Launch phase and stress test (15 days)

Payment upon completion of each phase:

10% upon completion of landing page according to design, showcasing your ability to translate the design into code.
40% upon completion of fully functioning website, and acceptance by board.
25% upon completed beta test and bug fixes.
25% upon completion of successful public launch and stress test.

Potential to work on second phase if first phase goes well.
Potential for permanent development and maintenance agreement if cooperation goes well.

We are looking for a good price/quality offer.
We need this website to be lean and fast, coded from the ground up. As this will be the basis for a much larger community portal in the future.
