Build a bigdata management system that handles import/update/search and export

I need a web based system that handles importing large csv files into a database, storing them and whenever a new file gets imported all previous records should be updated from the new content ( this is the challenging part ). I should be able to search all records using filters and exporting my search results into a csv file.
